The head of the presidential office, Andriy Yermak, said that within the framework of the Normandy format Ukraine, Germany and France have developed a plan for a peaceful settlement of the conflict in Donbass and are now awaiting Russia's reaction. There is a concrete plan on the table, a peace plan proposed by Germany and France, finalized by Ukraine. If Russia today declares its readiness to end the war, reintegrate the occupied territories in Ukraine, return our citizens, then this will meet all the criteria. We are waiting for the position from the Russian side.

According to Yermak, the peace plan so far consists of so called clusters, which, if agreed, could become the basis for a roadmap to establish peace in Donbass, return and reintegrate the occupied territories and hold local elections there. He hopes that in a week or two the plan will be the subject of discussion during a Normandy format videoconference.
At the same time, Russian Deputy Foreign Minister Andrei Rudenko said that for the first time he hears about the existence of a plan developed by France, Germany and Ukraine.
Also, according to Yermak, the OSCE mission should expand its mandate and strengthen control over the ceasefire in Donbas.
