At the time of the accident at TEPCO's Fukushima Daiichi Nuclear Power Plant, about 3,600 people who lived in Fukushima Prefecture and neighboring prefectures decided to appeal a class action in which the government and TEPCO sought damages totaling about 21 billion yen, and the Sendai High Court (Satoshi Ueda) On the 30th, the presiding judge) acknowledged the responsibility of the government and TEPCO following the first trial and Fukushima district trial decision (October 2017). This is the first high court decision in a similar case involving the country as a defendant.
Of the approximately 30 similar proceedings nationwide, the number of plaintiffs is the largest, with more than 80% of the residents outside the evacuation zone. This is the third high court decision, but the previous two cases had only TEPCO as a defendant. The district court's decision to include the state as a defendant has so far acknowledged the responsibility of the state in seven cases and denied it in six cases, and the judgments were divided.
