Russian banks wanted to block card transfers for almost a month

The Association of Banks Russia (ADB) has proposed to increase the blocking period for suspicious card transfers to 25 days. This initiative is reflected in the amendments to the law on the national payment system developed by it, which the organization intends to send to the Central Bank soon, RBC reports.


Currently, the maximum period for suspending a transaction (transaction), which means challenging a transfer, is five days, and they are often not enough. Therefore, ADB wants to bring it to almost a month.


The explanatory note notes that under the current laws, banks have no right to refuse a fraudster to issue funds that have already entered his account. In half of the cases, they withdraw money within the first hour after the transfer. The organization expects that the adoption of the amendments will return 15-30 percent of the stolen goods.


As the vice-president of the association Alexey Voylukov explained , the dispute mechanism may look like this. If the transaction is not completed, then it is suspended. And if completed, then either the disputed amount is frozen on the recipient's card, or, if it is not enough, all expenditure transactions are blocked.


The recipient of funds will have to confirm the transaction (transaction) within five days, that is, provide the relevant documents. If this is not done, the money will be returned to the sender, and if the transaction (transaction) is confirmed, the recipient will save it. Nevertheless, the blocking will still continue for the remaining period.


The documents themselves will be handed over to the recipient, with them he can go to court. In addition, the bank will transfer the recipient's personal data to the potential victim. In the case of an individual, this is the name and place of registration, and for a legal entity, the full company name, address of the location and the main state registration number. The recipient, in the event of a claim, can himself declare an erroneous transfer of funds, then his personal data will not be disclosed to the sender.


Stanislav Pavlunin, Vice President of Post Bank, noted that the proposals are related to an urgent problem, but will not solve it. The court will not have time to consider the case in 25 days, so the fraudster can wait until the deadline expires and withdraw funds.


In turn, Tinkoff Bank recalled the possibilities of abuse in personal settlements. For example, a person might buy a phone hand held using a bank transfer and then claim it is a fraudulent transaction (transaction). The seller will not have any documents on hand, which means that he will not be able to save funds.


The central bank has confirmed that they are aware of ADB's proposals, although they have not yet been received. The representative of the regulator stressed that, at first glance, this initiative requires serious improvement.


Earlier it was reported that telephone scammers began to use a new method of deception, during which a "junior bank manager" persuades the client to come to the branch.
