Morocco: Here are the decisions of the Council of Ministers


 

His Majesty King Mohammed VI, may God assist him, chaired, this Thursday, February 11, 2021, at the Royal Palace in Fez, a Council of Ministers, devoted to the adoption of several draft legal texts and international agreements.


At the start of the work of the Council, His Majesty the King, may God Glorify Him, questioned the Minister of the Interior about the tragic incident which recently occurred in a factory in Tangier and the measures which have been taken to avoid the reproduction of this type of incident.


After the Minister replied that in parallel with the ongoing investigations, a preliminary vision was drawn up and that action is continuing within this framework, His Majesty the King reiterated His High Instructions to the Government as to the need for action between the different sectors concerned and the rapid and serious implementation of this vision and the taking ofall the legal, regulatory and procedural provisions necessary and throughout the national territory in order to avoid the reproduction of such painful incidents.


His Majesty the King has also inquired of the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests about the agricultural situation, especially after the last rainfall experienced in our country.


In his response, the Minister indicated that this year is distinguished by significant rainfall exceeding on average + 50% compared to last year and that 80% of crops are in good condition and that the agricultural year bodes well. results, as expected.


Subsequently, His Majesty the King inquired of the Minister of Health about the general conditions for the conduct of the national vaccination campaign against the COVID-19 epidemic. The Minister indicated that the campaign is taking place in the best conditions and has a strong mobilization of citizens.


In this context, His Majesty the King reiterated his High Guidelines on the need to continue this campaign with the same pace and the same spirit of responsibility. The Council of Ministers also adopted the draft organic law amending and supplementing the organic law relating to the appointment to higher functionsin accordance with the provisions of Articles 49 and 92 of the Constitution.


This bill aims to include the Mohammed VI Fund for investment in the list of strategic public enterprises, whose managers are appointed by the Council of Ministers. Subsequently, and with a view to preparing for the next general elections in the country, the Council of Ministers adopted four draft organic laws governing these deadlines , aimed generally at perfecting the rules of the electoral method, strengthening electoral guarantees , define the rules governing the financial support granted to political parties, moralize electoral operations and strengthen the financial transparency of candidates' electoral campaigns.


As part of the implementation of the High Royal Guidelines, contained in the speeches from the Throne of 2020 and the opening of the parliamentary session of the same year, relating to the generalization of social protection for the benefit of all Moroccans, the Council of Ministers approved a draft framework law on social protection.


As part of the strengthening of cooperation and partnership networks between Morocco and a set of brotherly and friendly countries, and the diversification of their areas, the Council of Ministers approved six international agreements including five bilateral agreements and one multilateral.


These agreements relate to cooperation in matters of marine fisheries with the Russian Federation and the teaching of the Arabic language with the French Republic, as well as judicial cooperation in criminal, civil and commercial matters with the Republic of Ukraine, in more than an agreement with the United Nations relating to the establishment in Rabat of the Office of the Counterterrorism Program and training in Africa, reporting to the United Nations Counterterrorism Office.


In accordance with the provisions of article 49 of the Constitution and on the proposal of the Head of Government:

  • and at the initiative of the Minister of Tourism, Handicrafts, Air Transport and Social Economy, His Majesty the King, may God preserve Him, kindly appointed Mrs. Habiba Laklalech, Director General of the National Airports Office.

  • and at the initiative of the Minister of Labor and Professional Integration, His Majesty the King appointed Mr. Hassan Boubrik, to the post of Director General of the National Social Security Fund.
