Lebanon: INTERPOL issues a red notice for the owner and captain of the ship Roussos
In the developments of the Beirut Port bombing file , which rocked the Lebanese capital on the fourth of last August, Interpol issued today a red notice against two Russians and a Portuguese who were found to have links with the ammonium shipment and the death ship that led to this Lebanese tragedy. The National News Agency reported that the Interpol Red Notice included the name of the owner and captain of the ship Roussos, which carried 2750 tons of ammonium nitrate to Lebanon in 2013, as well as a Portuguese nitrate trader who visited the port's warehouse in Beirut in 2014 where the materials were stored. This comes as investigations continue into the explosion after the Criminal Court of Cassation rejected the request to stop the investigation, and returned the file to the judicial investigator, Judge Fadi Sawan, without deciding on the request to transfer the case submitted by the two former ministers, Ali Hassan Khalil and Ghazi Zuaiter, for legitimate suspicion, until the notifications are completed. This means that Judge Sawan can resume investigation sessions. Commenting on the Interpol bulletin, the former Public Prosecutor of Discrimination in Lebanon Judge Hatem Madi told Al-Arabiya.net that this step by Interpol is good, but it is late. He also stressed that the arrest warrant is important, even if it is late, but the most important thing is the testimony that the owner and captain of the ship and the nitrate dealer will present to the criminal investigator. In addition, he pointed to the importance of the investigating judge knowing who was the party to which the shipment of ammonium belonged, how it arrived in Beirut, and why it was discharged in the port of Beirut specifically and not any other country. In turn, the head of the Justicia human rights organization, Lawyer Paul Morcos, told Al-Arabiya.net that the red notice is a notification to all police agencies in the world regarding the arrest of fugitive criminals who are in hiding. This procedure is a direct request to those responsible for imposing laws around the world, which aims to locate and arrest those wanted in order to arrest, walk and interrogate them about the port issue. Although this red notice issued is not an arrest warrant in itself, but rather Constitutes an international notification. It is noteworthy that the Red Notice issued by the International Interpol is a request to law enforcement security agencies all over the world to locate the accused and temporarily arrest him pending his extradition or similar legal action by the local authority in any of the organization's member states.
