The European Aluminum Association on Thursday (September 24) welcomed the European Commission's decision to impose a temporary anti-dumping duty of up to 48% on aluminum extrusion products from China. The European Commission launched an investigation into whether China dumped aluminum extrusions in the EU in February this year. Aluminum extrusions are widely used in transportation, construction and electrical industries. Some metal industry associations in China stated that China's aluminum extrusion products have not caused damage to relevant EU industries and there is no dumping against Europe.
A European Commission document announced temporary tariffs on Tuesday.
The European Aluminum Association, which represents European aluminum producers, issued a statement praising the European Commission for doing what it said to protect European trade and cheering for "this important milestone in fighting China's unfair trade practices.
On the other hand, the EU-China Chamber of Commerce, a lobbying organization representing Chinese companies in the EU, criticized that the European Commission’s plan to protect European companies from government backed acquisitions by foreign companies may violate World Trade Organization regulations.
The European Commission announced in June this year a white paper plan to prevent unfair competition from foreign companies subsidized by foreign governments, on the grounds that the existing overseas direct investment review rules and trade protection measures are not enough to resist overseas state owned enterprises taking advantage of the low prices of European companies after the new crown virus epidemic. Potential snap-up of valuable companies. The European Commission requires the business community and relevant parties to provide feedback before September 23, and then review the bill.
The European Union-China Chamber of Commerce, based in Brussels, said in its feedback that the European Commission’s plan may violate the EU’s obligations under the WTO, and the plan’s vague standards have created legal uncertainty.
At the same time, the European Commission decided on Thursday to launch an investigation into fiber optic cables imported from China to determine whether these cables constitute dumping in the European market. The European Cable Association previously stated that about 1.2 million kilometers of fiber optic cables were laid in Europe last year, of which 15% to 20% came from China. From 2016 to 2019, China's imports of fiber optic cables increased by 150%.
The European Commission has launched a series of investigations and imposed tariffs on fiber optic products imported from China. Of the 29 trade protection investigation cases currently underway by the European Commission, 18 include products imported from China. The EU anti-dumping investigation can take up to 15 months, but the temporary protective tariff can be implemented within eight months.
