When the Chinese Ambassador to Japan Kong Xuanyou was interviewed by The Asahi Shimbun on October 30, he was asked whether the Japanese would be punished by the Hong Kong National Security Law. He said that the Hong Kong National Security Law applies to crimes committed by non-Hong Kong SAR permanent residents outside the SAR. The relevant practices are universal international practices and not pioneered by China. This is no different from the criminal laws of many countries and regions in the world.
According to the information published on the website of the Chinese Embassy in Japan on November 1, Kong Xuanyou said in an interview that when looking at Hong Kong-related issues, two premises must be grasped. One is that Hong Kong is part of China and Hong Kong affairs belong to China's internal affairs, the other is that national security affairs belong to China. Central authority is a common practice in all countries in the world and China is no exception
Kong Xuanyou said that the targets of the National Security Law are the very few anti-China chaos in Hong Kong who split the country and openly challenge the bottom line of one country, two systems. For most law abiding Hong Kong residents and foreigners, their legal rights and freedom will be given. Better protection.
Kong Xuanyou said that in the four months since the implementation of the Hong Kong National Security Law, the situation in Hong Kong has been steadily improving and social order has been gradually restored. He also pointed out that he believes that as the situation in Hong Kong gradually improves, over time, the Japanese people will view the Hong Kong issue more accurately.
