According to the report, in July 2018, Cai Jinshu, chairman of the Federation of Associations on Cross-Strait Relations of Southern Taiwan, lost contact during a trip to Quanzhou, Fujian Province, China to participate in the Cross-Strait Food Fair. In 2019, he was accused of engaging in activities that endanger national security. Shi Zhengping is a retired associate professor at Taiwan Normal University. He was "disappeared" in August 2018 and has been detained by the mainland on the grounds of national security.
According to the Global Times, Cai Jinshu was sentenced to 4 years in prison for introducing more than 50 mainlanders to Taiwan. The report pointed out that in 2013, a person named Guo Jiaying on Fuxing Radio contacted Cai Jinshu, claiming to be his junior. According to Cai Jinshu’s confession, Guo Jiaying treated him very well, "Occasionally ask me for coffee and sometimes give me some health care products. Whenever she finds that I have a more important meeting in the mainland, she will call me and ask me who she met? Or is there any message? What policy does the mainland have?
The report quoted the mainland's national security agency as saying that Guo Jiaying was a spy for Taiwan's military intelligence bureau and met Cai Jinshu at a cross-strait academic exchange meeting several years ago. When he learned that Cai Jinshu's "South Taiwan Cross-Strait Relations Association was unable to operate due to lack of money, he took the initiative to find a good venue for the association and paid a rent of 360,000 yuan. He has repeatedly advised Cai Jinshu that this association only conducts cross-strait exchanges and wants to have a title of "office director" to facilitate contact with mainland guests.
After the Tsai government came to power in 2016, Guo Jiaying and Tsai Jinshu discussed the establishment of an electronic media called "Eagle Media", with a "dark blue and reddish" pro-Mainland appearance, so as to collect information from mainland scholars and journalists. Every time he has contact with a mainland person, Cai Jinshu will privately obtain internal information from the mainland. According to his confession, Guo Jiaying continued to give him tasks, I hope I will get in touch with senior leaders in cross-strait decision-making, or the personnel changes of senior leaders.
The report also stated, When Cai Jinshu contacts mainland people, he will deliberately emphasize that he supports the reunification of the two sides of the Taiwan Strait, so that the other party will be disarmed, actively participate in platform activities and submit articles. If the other party is willing, I will give Guo Jiaying's WeChat to him, and Guo Jiaying Go and make an appointment with him."
After these manuscripts are sent to Guo Jiaying, he will sort them out and submit them to the Taiwan Military Intelligence Bureau before they will be posted on the Eagle Media website. In the past few years, Cai Jinshu has reported to Guo Jiaying about more than 50 people including personnel from mainland Taiwan-related departments, important think tank experts, and well-known media reporters, and has successively collected more than 5 million yuan from spy agencies.
The report also pointed out that Cai Jinshu remorsefully said, I have been in the mainland for more than 20 years. I have followed my predecessors to engage in cross-strait exchanges, but was used by the Taiwan Military Intelligence Bureau to commit acts that endanger the national security of the mainland. This was something I did not expect. , Is also a place of regret.
The report then pointed out that in 2005, Shi Zhengping, on the recommendation of his teacher, served as the leader of the "Cross-Strait Agricultural Policy Research Group" of the Eurasian Foundation of the National Security Bureau of Taiwan, and established contact with the spy Zhou Shengyu (pseudonym Zhou Deyi) of the National Security Bureau.
According to the report, Zhou Shengyu asked Shi Zhengping to report to him when he went to the mainland to help him collect some intelligence, and he could only report to him. Shi Zhengping has entered the mainland for more than 30 times to participate in cross-strait seminars and conferences, photographed event materials and personnel lists, recorded important speeches by participants, and used the opportunity to get acquainted with mainlanders. After returning to Taiwan, he gave it to Zhou Shengyu.
Zhou Shengyu will pay Shi Zhengping based on the importance of these materials, ranging from tens of thousands to hundreds of thousands. In addition, Shi also took the initiative to write reports for the National Security Bureau.
In addition to collecting information on his own, Shi Zhengping also gave Zhou Shengyu the cover of the secretary of the "Regional Economic and Human Resources Development Association" so as to receive senior mainland think tanks, and even introduced Zhou Shengyu to the Taiwan office of a mainland ministry and commission for meetings and exchanges.
The report stated that from 2005 to 2018, Shi Zhengping went to the mainland to spy on intelligence as a scholar, covering politics, economy, cross-strait relations, policies and regulations and other fields.
The report said that information and content on the "Belt and Road" and Asia-Pacific strategy were obtained through public arbitrage, probing and spying, money buying, and material inducements. At present, the case has been heard by the court and the judgment will be announced publicly.
