Argentina: Alberto Fernández and Rodríguez Larreta seek a negotiation instance to unblock of funds

The conflict over the reduction of the co-participation that the city of Buenos Aires receives continues to be locked in waiting for the Supreme Court to resolve the unconstitutionality lawsuit presented by the Buenos Aires administration or a political negotiation between the Casa Rosada and Horacio Rodríguez Larreta.

Before this panorama, the national government unofficially slipped the possibility of setting up a parallel negotiating table in which both parties reach an agreement that is later approved by the Supreme Court.

True to the dialogist style that he seeks to impose on the opposition bloc, Horacio Rodríguez Larreta let them know that he is willing to sit down and talk . However, clarified that the agreement will not be discussed within the framework of law 27,600.

This norm, approved in Congress by the Frente de Todos and its allies, takes 1.18% of the money it receives from the national State from the Buenos Aires coffers, which will go from 3.5% of co-participation, to 2 , 32%.

In its article 2, the law also establishes that the annual expenditure required by the transfer of the Police will be agreed bilaterally by the national and Buenos Aires governments within a period of 60 calendar days from its sanction. For that reason, during the last days of December the Casa Rosada summoned the City to formally negotiate . However, Rodríguez Larrecha rejected the invitation not to legitimize a law that he denounced as unconstitutional before the Justice.

As stated in the text of the application, at the headquarters of Uspallata they consider that the invitation to this bilateral agreement is simply a simulation of consensus.

The lawsuit said, the CABA must negotiate from an unfavorable position since the amounts provided in Article 3 apply to it, from the time the law is in force and until a consensus is reached.

However, this situation it leaves open the possibility of informal negotiation. In fact, another of the express conditions of the Buenos Aires government was that the debate is not public.

Among those in charge of the delicate pact would be the Minister of the Interior, Eduardo Wado de Pedro. While on the Buenos Aires side, the vice chief of government, the task falls to Diego Santilli, who is also in charge of the district's security, he has the trust of Rodríguez Larreta for this type of political negotiations.

The Buenos Aires authorities assure that the cut in resources reaches $ 65,083,500,000. As Infobae websites learned , so far there is no figure around which an agreement can be reached in advance.

The Buenos Aires government has already adjusted its Budget and paid the political cost of increasing GLA, Patents and Gross Income to the banks. At the same time, it also capitalized on a certain amount of revenue due to the visibility that Rodríguez Larreta obtained from his confrontation with the national government and the position of reference of the opposition in which he was placed.

For now, both sides have given only subtle signals of their intentions to unblock the conflict in a concerted manner. Meanwhile, the Supreme Court did not hint at which side it will lean or when it will give a definition.
